what is off peak times ?

I joined upc in feb, not the best decision I ever made!! I am paying for the ultimate fibre freedom pack 75.00, broadband is excellent, tv is crap, amount of stations and quality etc. are sh..t, phone I am aloud local,national and international to 21 destinations landlines only "off peak"

Im afraid to make a call on the phone at all, because i dont know what they class as off peak and is it only the international that are off peak or all calls and what are the exact times for my free calls ??????

I have gone through all documents provided by them and they dont disclose exact times when calls come under the package or dont come under the package ?
