A question about 3V cards an paypal?

I need to buy something off done deal for €35 so I set up a paypal and I plan on buying a 3G card and putting the money onto it. Do my question is can I get a €35 card or what is closest to it? And will I need to buy more than 35 due to fees etc? Thank you in advance :)
