The 'Board' sounds like it is the local Fianna Fáil party in East Cork, let those who are disenfranchised by this take a judicial review on the matter and name ICOS as a party as well as the Board.

I thank you for your advice.

Yes, these people would put the mafia to shame.

However, despite the role of our "Board" it was the introduction of the new rules that enabled our board to act independently of the majority view of the members.

My question to you is this. Why change the rules now? To their eternal shame I.C.O.S, the very organization entrusted to defend the co-operative movement in Ireland, has co-drafted a set of rules that have dramatically reduced the role, rights and democratic freedoms of all the members of GWS in this country.

The Federation of Group Water Schemes exists on fees from affiliated GWS and money from government to run courses.

We will continue to fight on in our fashion.

All my best wishes to all who took the trouble to contribute. I wish you well.

A Snippet from Michael Noonans Briefing as incoming Minister of Finance which is available here

    http://www.finance.gov.ie/viewdoc.asp?DocID=6779

Cash for meters to be sourced from the NPRF who will invest €550m in the metering project.
    A Regulator To Be Appointed

    Phil Hogans Brief is Here

    http://www.environ.ie/en/Ministers/PublicationsDocuments/FileDownLoad,25804,en.pdf

    http://www.environ.ie/en/Ministers/PublicationsDocuments/FileDownLoad,25805,en.pdf

In the second of those , page 2 onwards , we find out that a single Owner called 'Irish Water' is proposed...and that the €550m is to be provided on a "commercial basis" by the NPRF ....return of 12% per annum I should expect and that installation will start end 2011.
