Just noticed this offer when I was trying to bring my order up to the £25 for free delivery. You need to buy a qualifying item from the Home and Garden section. (not sure what is a qualifying item but I got a rug for for £12.24 ( http://www.amazon.co.uk/gp/product/B003M5GVXA/ref=oss_product ) and a pt photo frame for £11.98 ( http://www.amazon.co.uk/gp/product/B000LRJ9HC/ref=oss_product ) on 2 separate orders and both qualified )

Best of all as the deduction is taken off at the final stage of checkout, you don't actually have to be over the £25 (as the cost of the 9 bulbs will be approximately £18 before reduction) So as long as your qualifying item is £7 or more, you won't get charged for delivery:)

This works! I put in an order of £8 and added 9 of the bulbs. Total bill including free shipping was about £10

Didn't go ahead as they couldn't ship something else I wanted (and I don't really need any more bulbs
