I’m starting to come around to the idea of working on the continent for a few years.

Is there a search engine that is best used to find engineering job listings for either France or Germany?

I would preferably be looking for engineering jobs in the Medical Device sector.

the job centre in germany has the guts of 680,000 open positions.
Obviously not all in Engineering but I was looking for general mech eng positions just in munich and it came in with >200 positions just here!!

I'd say to check the websites of companies you are interested in. Target your potential employer(s) directly.

Monster is good for France. Try to find a glossary for the abbreviations used and translate it to English. They love their abbreviations in France. Areas such as Paris and the Grenoble region are good for medical devices I think in France. For Germany I'm not so sure.
