saw my brother look into the next door neighbours garden today

Next door is a husband and a wife, but they have a 21 year old daughter with them. My brother who is 17 was looking through a hole in the fence today, I spotted him when I looked out from the bathroom window.

What should I do? I wouldn't mind if he talked to her and was looking, but this was just perverted. I want him to stop.

Just say to him, "dude I saw you spying on the neighbour. That is really weird!" and then just leave it. He is old enough to decide what to do. That doesn't change the fact that it is kind of weird. That being said, I doubt she was sunbathing or something.

It is unusual for a person to do this; I looked out a window and he was looking through a hole at the women next door for 10+ seconds. Quick glance =/= staring throught tight hole.

They have a convervatory out their back, and from our side you can see completely in. She might have had the heater on and was only wearing a short skirt or something.
