    If he sacks either or both of them then they will have to mount a challenge, which is something that is most certainly not in the interest of the party. What would be is Cowen stepping aside. If Martin doesn't challenge Cowen now his career is deeply damaged.

    This has to be Martin's last chance to become leader. If he doesn't challenge, his own seat has to be in danger as well, as he will look weak.
