Fitting filter on Congo AR-380 - help!

Can anyone tell me how to fit the (really simple?!) filter on the peak aquatics congo Ar-380 aquarium, please? I know about setting up the filter media (as that's explained well) and I can fit the spray pipe across the media well. However I don't know what to do with the other piece of pipe (single tube, no holes) and the…

Can anyone tell me how to fit the (really simple?!) filter on the peak aquatics congo Ar-380 aquarium, please?
