By that I mean the blonde hair, shiny face look. I'm just wondering how is it attained in terms of make up? Not looking to do it myself but have enrolled on a make up course and wondering how exactly it's done?. Thanks F

No idea what you mean by shiny face, no-one (surely) aims for 'shiny'. Glowing, perhaps.
