How to get this video effect?

Hi, this might be a long shot....but just wondering how tricky it is to generate the following effect, is it possible with Adobe Premier Pro?

Its a kind of cartoonish effect on the main character at about 8min 40sec

It looks like particularly naff green or blue screen.

That particular shot is done with a green/blue screen alright but Im assuming you mean the filter over it. Its just a simple cartoon filter from what I can tell. Something along the lines of Red Giant Toonit would do that no problem.

As far as I know Toonit will work fine for Premiere Pro but in general After Effects would be more tailored towards effects shots where as Premeire Pro is aimed at editing. Realisticaly theres a fair bit of crossover with both programs being able to do a lot of similar tasks but they specialise in very different things. Come to think of it After Effects even has a built in cartoon filter which would probably do just fine for that particular look. Hope that helps anyway.

I think its new in the CS4 version.

that look is a type of posterization. Theres a posterize function in Premiere. CS4 also has the Paint Bucket effect which does something similar just nicer
