Getting a full Irish Licence..Romanian

Hi there,
A friend of ours is Romanian.
He has a european car licence, how does he go about getting a full irish car licence.

From memory and having to deal with a Romanian national who had a full drivers licence from their country at the time Ireland did not reconise their licence,Which ment that the person had to re sit the test here this is a link showing the countries that we have bi lateral rights with regarding the exchange of licences.

I was thinking the same my self after all it is a govt website:rolleyes: then again I wonder did the Irish govt place any sort of restrictions on the likes of Romania&Bulgaria although they acceded into EU there is a restriction on working here in Ireland, Unlike other EU members who can come&go without restrictions.

Cheers lads for all the replies...proved too difficult for a finish to have it done for Xmas...there was one option but it was really expensive.
