deicer to defrost pipes?

would car windscreen deicer be any good to defrost a 32 mm pvc pipe? Put this in motors forum but no response maybe should have put here would deicer be any good to defrost a 32 mm pvc pipe?

It'll do nothing to defrost what's frozen inside the pipe. It's only when it comes in direct contact with the ice that it becomes active.
