hi, i want to install a gsm dialler on a hkc panel that
is located in a garage with no landline, what type of cost would it
be and any recomdations

It all depends on the HKC system you have installed. If it is the 6 zone panel you could install a like this.

If it is there 8 zone secure watch or the Secure wave you could install the GSM-P. This will give you remote access to the alarm also. If you ring a few of the suppliers here, you will get a price.
