Toshiba Camcorder P30 or H20? (please answer fast)

They're both pretty bad to be honest. For skateboarding videos you're going to need something a lot better if you want your videos to look anyway near decent. They both appear to have horrible image stabilisation from the example videos Ive seen. If it was going to be tripod work you were doing you may get away with the H20 (suprisingly nice image from that camera, just way too shakey to be usable). At the end of the day you get what you pay for but I wouldnt rate the footage Ive seen from either camera much higher then anything from a good modern camera phone. If I were you Id put another €50 to your budget and get something like this....

Great picture and it shoots in 60fps too so you cant get nice slow mo effects. Heres a decent example clip I found...
