Can a third party turn off water supply?

    Hope someone can help. Three houses(1, 2 & 3) House 1 has a stop cock outside that feeds house 1 through house 2 into house 3 (mine). House 2 is getting building works done (new extension). The builder disconnects the feed to house 3 and claims that he is not responsible to reconnect a permanent supply as its his clients property.
    Can he legally disconnect a water supply?
    No notification was giving to house 3 about turning the water off.

    House built 60-70 years ago approx. All the houses on the road are fed in groups i. e. 3 or 4 houses off the one stop cock from the front road, runs underground to the back and then branches off.
