048 numbers: Inclusive minutes or not?

I am wondering if anyone knows which network class 048 numbers(Northern Ireland) as domestic landlines and hence are in the inlcusive minutes and which don't, but I am particularly interested in seeing are they included by 3

The only issue here is whether the system will treat numbers dialled as 048 differently from +4428. Comreg allows them do so (which they should not) and it can be a major pain.
