Creating a time lapse from video

Hi, i have 2 20 min videos, i want to capture a frame every 10 or 20 seconds and play it as a time lapse. Is there any freeware that can do this? i may have access to adobe premiere, could i do it in this?

You basically just want to take your 20 minutes and turn it into 2 minutes, or some other shortened length. You do that by changing the frame rate. Right now its going to be at 24 or 30 frames per second, and you want it to be maybe 300 fps.

It's a piece of cake in Premiere, and it will do it smoothly.

Right-click the clip in your timeline, hit timing and adjust speed, you're all set.

Exactly what I was going to suggest.

Premiere makes speeding up / slowing down video very easy indeed.
