Russian Text- help request

Hi - I am wondering if anyone can translate the Russian text in the heading at the top of this note ?? IF anyone can also make out the text in the officail stamp that would help too.

The first one literally says 'For Memory', which can be interpreted as 'For Notes'.
The second one says 'Folder for Papers'.

The seal text is hard to make out, but I think the second word in the upper right quadrant is 'ФЛОТА', which is a genitive case of a noun 'Флот' ('Fleet').

no worries. looking at this more, I think the whole upper right quadrant says '2й эскадры флота' - '2nd squadron of fleet'. Maybe other people will make out more

The text on the seal:" Флагманский интендантъ штаба 2-й эскадры флота тихого океана"-superintenant of second squadron,pacific fleet hq"

This document is an arthefact from Russian-Japanese war.

I would say that the signature here belongs to superintendant Mr.Witte as I have found from some historical sources.

Thanks a lot for that information. Could I ask if you can point me in the direction of finding out more about Superintendant Mr Witte ? I have tried googling him but only find the Mr Witte who was a finance minister at that time.

The first link is from Russian wikipedia.You can see there that the full name of superintendant was Alexander Gustavovich von Witte. His name is number one in the list of officiers who died in Tzushima marine battle on board "Borodino'' battleship.
In that list he is "the flagman Quartermaster the Captain 2 ranks Alexander Gustavovich von Witte" -the commander of "Borodino" battleship.
