I want to connect a second device to my one scart TV.

On the TV as well as scart there are phono connectors Y(green),
    Pb(blue), Pr(red), and audio.

On the second device I want to connect there are phono connectors
    Y(green), Cb(blue), Cr(red), and audio.

Are the "P" and "C" signals compatible ?
    Will I get a picture if I connect Y(green), Pb(blue), Pr(red) to
    Y(green), Cb(blue), Cr(red) ?

Will this give a better, equal to or worse quality than connecting scart to scart ?

YPBPR is designed for use in analog systems and only goes up to 480i(SD)whereas YCBCR is intended for digital video and can do 480p and 1080i(HD).
You need a HDMI input for (1080p)full HD.
Your second device is HD compatible through YCBCR but alas your television is only analogue and therefore cannot show HD.
