Security central i want to KILL you

Hi,
This fake anti-spywear is in my computer (Security Central). It stops the opening of all files (firefox, microsoft word AVG free etc) interestingly I am able to use microsoft outlook, only working (accessible) programme, I usually use Firefox.

I followed the advice regarding comedian, TFC and mbam-setup.exe but none are openable though I got them on the desktop.

I have two questions.
1) Any suggestions on killing the virus (correct term?)
2) Is there an intenational body that chases down these crooks, I would have thought not difficult as you only have to follow who gets the cash from this?
3) Any suggestions of a good computer person in south Dublin that will retrieve my computer data or could help me with this. No proble paying a professional, as adds are not allowed PM is probably best,
