Lucky fishing hat in STV

Looking for tips on getting this hat got 250 fishing on my lvl 19 twink, and have bein trying 6 weeks now still havent got it, Any suggestions on where to fish? What lure? what time lol? Thanks.

Fish take a break between 3-4 server time and again between 9-10, Union Rules

on the other hand Ive no clue about fishing in the game

Anyway, I think the hat can only be gotten during Sundays Fishing Extravaganza. It's gotten off a rare fish from a School of Tastyfish, which you then have to turn-in in Booty bay for the hat.
