Meteor txt when phone off

I wonder does anyone know how the service works in Meteor when you try to call someone that does not have voice mail setup and get a SMS to let them know a call was made when the phone was off.

I tried to call a meteor number with my phone that has the number hidden and get a message saying something like Enter your number press hash key to continue or *9 not to send a your number. If I press *9 do they still get a txt to let them know a call was made with a number hidden or are they not sent a txt at all?
