Opening a German/european bank account

What would I have to do to open a german or other european bank account ? Just want to spread deposits around in case anything goes wrong here next year. Where would I find out about government guarantees on deposits in the respective countries ? Any info/links much appreciated.

Easiest way would be to open accounts with National Irish Bank (which is Danske Bank Ireland) and RaboDirect (which is a dutch bank).

Can be done simply and easily for an irish resident.
