Its Vodafone Ireland- you need to have an unlocked phone- or a phone locked to Vodafone UK.......

O2 UK billpay phones are unlocked- as are 3 phones. You have to unlock any other ones yourself.

Are you 100% sure about that?
When i was buying mine in Newry i asked in the 02 store if the phone was unlocked and they said no. i bought it next door in phone4U, Unlocked. I would have preferred to stick with 02 because i am with them.

Starting to lock more handsets yes, but well known that most phones have come unlocked.

Just log into you my vodafone account and request your NAC, from them, They have to give it to you as the phone is yours on a billpay account, same for all networks although some try to rip you off by making you pay a fee.
