Means of paying the VRT?

Going to Tallaght tomorrow :o I have to do a bank draft. This is like a certified cheque from my bank right? Also which beneficiary should it be? The "collector general" isn't? Thanking you in advance

I usaully do a bank draft out the the Revenue Commissioners
