What is the cost per hour to park in UCD at this time of year? Is it free after a certain time in the evening?

Its free all of the time and parking is a dream. No students

A small part of the car parks are pay and display, beware of these. But there is loads of free space (in both senses of the word) elsewhere at this time of year.
