What causes "baggy" knees?

I've noticed that some people, even some who are VERY slim have sort of baggy knees, IOW the skin kind of sags there.

What causes this? Is it losing weight too fast? Lack of exercise? genetics?

I'm in my early 30's/size 10/visit the gym a few times/week and thus far don't have them but would like to keep it that way. Is there anyway to avoid them or is it like cellulite, in that some people just get them even if they aren't necessarily fat??

Also I wonder what cause strong line around the neck, i notice these on women more than men.
Also seen this on actress in eastenders who is slim.
Is that from too much fat on neck or genetic, etc but if you are slim why other?
Would like to prevent this too?

It happens to everyone eventually, part of the ageing process I'm afraid.
