Private Allotments?

Not sure what forum to post in but since I'm in Dublin thought I'd try here, basically the story is that someone close to me owns a significant portion of farmland (20 Acres plus) and is leaving the place idle at the moment but I was wondering if would be possible to offer the place as private allotments or would they have…

Is the a certian criteria to be met? I'm very clueless with regards to agriculture. Thanks
