Converting video input from 50hz to 60hz

Anyone know how do I convert the above - what converters/applications are available to one?

Are they costly??

Could you use MPEGSTREAMCLIP?
It will convert PAL to NTSC and vice versa and sure isnt that just a conversion from 50Hz to 60Hz? Try it anyway. Its free.
