iTS BEEN said to me recently that you have to register your passport on the Dub Airp. Auth Website prior to longhaul flights. IS this true? Any one any experience?

Are you sure you're not getting confused with the ESTA ?

I've never heard of it and there's no mention on the DAA website.

No. DAA are involved only in the actual running of the airport and have nothing to do with flights, immigration, customs, passports, etc. They have no interest in your passport. The details of your flight and travel is only between you, your airline, the U.S immigration etc. and has nothing to do with DAA apart from you using the terminal to access the flight.
