Quickie - can you get a bank draft from a branch that isn't your own?

And also, is there a maximum on how much a bank draft can be issued for or is it account specific? (I'll be paying ~€5,000 from a student account)

No limit of the size of the draft, there might be a limit on how much you can withdrawn from your account..
