Oh they're out there IMO. I mean considering what we've been transmitting radio signals for how many decades? Dozens of stars fall within that range. Bet you someone has picked up on the signal by now.

Hmmm I thought tinfoil hats were to protect against mind control rays from earthly sources...surely a civilisation advanced enough to master interstellar travel wouldn't have any of their mind control weapons thwarted by a half a mm of aluminium.
