"windows cannot access program...do not have correct privlages"

get above error when try to open ANY program I.e. Cannot access anything on my pc and I do mean anything (can only shutdown by pulling out power cord for example). When try to start up on safe mode screen goes black after looking promising for about 2 seconds. Can't findmuch on web about it and obviously can't do any…

Is this XP you're running? Are you an administrator on the machine?
