Inspiron 9300 running half life 2 not so good

I seem to be getting extremely low framerates and bad performance in general on my inspiron 9300. It has:

    Geforce 6800 Go
    1GB RAM
    1.86GHz processor

My problem is for a very long time (since I began checking) I have gotten terrible framerates on games like half life 2, doom 3 etc. In fact, to play games of that generation I have to play on the lowest settings to get stable fps around 40. But if I go any higher then I get around 25-30 at best.

I'm just wondering is this right? It seems a bit off to me but I'm not too clued in when it comes to computer hardware.

BTW I've ruled out the possibilty of other software being the problem because I did a complete system recovery and installed the games with nothing else on it and it was still the same.

    I'de appreciate any help, thanks.

6800 Go is more than enough to run HL2 at decent settings

Do you have video drivers installed?

That card overclocks like a beast too. Around 20% extra. I was getting at least 60FPS min.

Your processor might be underclocking, get the Rightmark CPU clock utility, you can set the clock speeds manually aswell as change voltages etc.
