PS3 Region Free for PS2/PS1?

Oh hai, I am considering the Playstation 3 as of late, and I was wondering this: assuming I get a PS3 that can actually play PS2 games, is the system capable of playing PS2 games from a different region, say NTSC on a PAL machine? And the same for PS1 games. thanks!

It's region-locked for PS2 & PSOne games.
