A quick visit to the site shows that tjsniper is the administrator of ieboards.com and, according to a quick Whois, is also the domain name's registrar.

To that end (and considering the fact that he's advertising this site in his sig), there's no doubt that this isn't something he just found and is in fact his own site which he is trying to pimp for free here.
