Help needed on Theme Park Tycoon for DS

Hi - just got myself Theme Park Tycoon for DS. Does anyone know what the story is with the rubber ring water ride? It's just become available but when I try to the entrance down anywhere I can't - I think the game keeps telling me to construct a looped water course first yet there's no option to do this.

It's in the leftmost menu with the paths and queues.

Also, it's just 'Theme Park'
