Presidential Elections (SPOILER for end of 2nd series)

How often do those elections happen? It seems like there was only one a few months ago, and now another one? And if they do happen that often then
why didn't they simply kick Baltar out in the next one since by then they'd know how bad a leader he is
?

The first election held was for the Vice Presidency of the Colonies, which only took place because it was called by Tom Zarek during the Quorem of Twelve.

The later Presidential Elections took place because when Roslin took office she was only serving out the remaining term of the previous president.
