Accurate voltage reference required

I'm looking for a cheap and easy to get/make voltage reference source. I want to calibrate a voltmeter. Ideal would be 15v to 18v at 0.5%.

I think you will probably have to the National Standards people (NSAI, I think.)

Otherwise, you will have difficulty ever knowing how accurate it actually is.
Ain't cheap though.

A reverse biased zener diode will give you a reference but I don't know about +-0.5%? Apparently you could get somewhere around +-8% with the right circuit http://www.maxim-ic.com/appnotes.cfm/an_pk/2879 and maybe you could find one of these, http://www.national.com/pf/LM/LM136-2.5.html, for what your interested in.
