Confused by underraise rule in limit poker

I'm in the middle of a limit tournament on Tribeca and just came across a situation i'm not famliar with. I dont play much limit poker but trying to learn so i just want to know if this is a universal rule or if it differs from site to site to live games...

Even though rchase could not complete the full bet, should i not be forced to complete it, or at least make my raise more than a minraise?
