I'm on BT's 2mb/128k package??

I've just recently switched from UTV to BT for my broadband. I'm on the 2mb package which supposedly gives you 256k of upload. The funny thing is that my modem is reporting 128k and speed tests are reporting 100-110k. What's going on? By the way, previously with UTV I had the full 256k of upload.
