fast and cheap net cafe in dublin city?

I want to do 2/3 hours of downloading a week in Dublin city, can anyone recommend a net café with 150kb or greater per second download speed. Cheaper the better, I hope this is the right forum :S

Most internet cafes these days frown on downloading, from what I see. They're focussed toward VOIP / video calling and other "bandwidth required" operations.
