Lord of the Rings: ROTK - level 20 unlocks Sauron?

Hi sorry if this was detailed before, but the search facility is not like it used to be! Before my son spends his entire summer trying, is it possible to unlock the char Sauron by getting other chars to lvl 20? A kid in his class said it was poss..... but I think maybe he was confusing it with unlocking Palintir of Sauron…

thx, I just checked it out, and it looks like a silly story. There is only the 2 Palantir levels (one is Sauron).

glad I asked before we spend entire summer working all the combos! lol
