Bad ping with Chorus Broadband?

I get a ~30ms ping on most european servers with eircom Broadband. My friend has Chorus Broadband and gets 180ms+ on the same servers, is this a known problem with Chorus? Or could he have something configured wrong?

Probably better of posting this in broadband.

As far as I know chorus's routing is pretty bad, also most ISP don't offer any SLA's on latency.
