premium numbers

    how does a person in ireland dial english premium numbers for example with the prefix 09097 or 087? is it possible or do you have to be resident in england?

    I don't think you can dial 09xxx numbers from outside the UK. 0870 may work, as do 0845 as they aren't "premium" numbers.
