clarification about FTA card

I have read a recent thread (can't find it just now) about a
procedure for ordering an FTA card from UK via a UK address.
One thing which wasn't clear to me at the end of reading the
thread was whether it was absolutely necessary that the
intermediate party (household in the UK) needs to be already
subscribed to Sky. One message seemed to indicate that the
call center folks didn't require that level of detail when
issuing the card initially. Another message seemed to
contradict this somewhat by suggesting that they (the call
center) cross reference the address to a list of existing UK
sky subscribers. Any help on this finer point?

    thanks!

First of all, its a FTV (Free-To-View) card, and people who have a tv license can get it. They don't need to be subscribed to sky.

Thanks for the clarification. So if I have relatives in UK then
it should be very straightforward for me to arrange getting
one of these and then activating it via a final phonecall to
    the call center in UK.

They never ask about the TV Licence.

Mr. Burns. you give them an address of a UK TV licence holder, and they check that!
They might not ask, but they damn straight check!

I gave them an address of a friend of mine studying at the UMIST.
They asked for his name and postcode.
When the postcode came up it was UMIST so she then said what address do you want me to send it to.
I gave her the address and that was it.He doesnt have a TV license. He doesnt even have a TV.
I suppose this was a unique situation.

How long does the FTA (BBC) Card last for.
Is it only for one year till the lience runs out.
but can you get another one if the FTA card expires
