One of my friend is an E and she HATES them. She looks really funny as well cos she's a size 10/12 so they're kinda unbalanced, she thinks she'll get a reduction when she's older (she's 18 now)

All depends on what clothes you wear, my ex had a similar figure to that and I thought she always looked great.

What does the size matter- its all about proportionality.
Big tits on some girls look obscene- think Jordan (shudder.....)
Whereas on other girls they look delicious..... (hopefully some of our more proud members may oblige, I'm not naming names!)
Small tits on a small girl- may look elphin, or may look simply boring- whereas big tits may have you wondering how the poor girl manages......
A friend of my gf had to have her tits surgically reduced because the weight of them was giving her lumbar problems- there are considerations over and above pure aesthetics.

I don't think its possible to say a particular cup size- it depends on the girl.
