Targa Visionary AMD64 3200 Underclocking Problems

A work mate of mine bought a Targa AMD 64 3200+ Desktop from Lidl at the start of the year. When i popped in to see this machine which was meant to have the following specs;

AMD 64 3200 at 2.2ghz
Asus K8VF
9800 All in Wonder Pro
DDR 512 MB PC3200
DVD Drive/DVD Re-Writer

After installing Far Cry on the machine to check it out we found a little bit of lag in places. I decided to check the speed of the processor and was surprised to find it clocking in at 900 mhz.

I tried to check the multiplier in the Bios and bring the processor up to the proper speeds.

Problem here was the BIOS appears to be not accessible.

Has anyone else had this problem and for that matter does anyone have an ASUS K8VF motherboard and doe they know how to access its BIOS?
