Advice needed please.Depressed over living conditions

I don't know if this is the right forum but I badly need advice and help.

I suffer from depression and my teenage daughter suffers from bad anxiety.For the past three years we are living in council property .We were moved because of bad anti social behaviour which I took case to PŔTB and won.

We went from one nightmare which we were badly affected from into another nightmare.Neighbour constantly burning stinking smokey coal and incontinence products and plastic rubbish .etc.Day in day out all summer long from morning until late at night .I blocked vents in house tried to seal up doors which are old .It still seeps in .Cannot air the house and cannot even have window open.

I set alarm for 4am and get up and open all windows and a few times I've been caught out and there up half the night and by the time I'd get back upstairs to close windows when I smell it downstairs my bedroom and everywhere smells putrid like burnt plastic.I take anti depressants and night and can't sleep a full night so I'm drowsy and disoriented next day due to getting up and not been able to get back to sleep.

I've contact environment in council and Epa regularly and they have visited the house given them notice where all rubbish has been removed and council have told me they found a small bag of proper smokeless coal beside fire Three days before I had sent council picture of smoky coal been delivered to them .Where did that go?They admitted once before that incontinence products were being burned and they were sorry and council accepted that.They still continue to this day.

They have verbally attacked me at my house over complaining even though I done it anonymously. Don't know how they found out?I have been hospitalized twice inhaling toxins on two occasions high levels of carbon monoxide levels were found. I will never forget how ill I was and when i returned to house I couldent even recover with chimney going with gusts of thick white and black and sometimes brown smoke blowing at full force at my house.

It's worse for me because theres in a small bungalow built sideways right on top of gable end of my house with chimney facing my house.All my paintwork on gable end of house is black .

Numerous medical evidence from gp consultants casualty have being given to council to no avail.I don't use my own fire because of ny daughters asthma. Even the stink comes down that too from them so I blocked it .So its summer now and I can't describe in those hot days we had how bad it was here .No air in house no windows open .Its like my chest is closing and I breathe it's so clammy. My daughter is on neubililiser daily now her asthma is chronic.My house smells mouldy and has black mould .I tried to open vents and out carbon/charcoal filters in them to see if it would filter out smoke and smell but did not work so I closed them off again.My daughter is anxious the whole time with situation.She knows she can't open window but she said she was burning up one night in heat and opened it at 12 at night and fell asleep forgetting to open it and at 1.30am she woke up with smell like burning plastic in her room .She tried to get up and close window and got dizzy and fainted.The next day she had a severe headache and wheezing .

I cannot begin to explain the pain at seeing your child suffer Like that and no where to turn.Its impossible to live like this.We don't feel safe in our home.Despite hundreds of video evidence of smoke and medical letters the council said nothing they can do and that I should get a soliciter and take my own civil case !I dont have money for this.They told me case closed and to not send anymore evidence or medical letters to them and if I did not open vents that they would take me to court for their house getting damp for blocked vents. How can I open vents to get poisoned again?I have never used my garden or clothes line .This isn't once off it is regular every day .I get the worse of it because I'm right beside them.

Ive asked neighbours who have witnessed it to support me but they don't want to get involved.There too afraid. There also elderly so I dont blame them.

Can Anyone offer advice at what I can do?I'm sorry about long post and thank you if you have taking time to read it.
