I've seen plenty of these ##### on scooters that are doing double the speed limit at least. They always have their face completely covered, but no helmet.

One of them bombed right past me last week, didn't slow down at all. Had I known he was coming, I was thinking I'd step out and take the hit.

I see young kids on them, I see 2 people on scooters, both illegal. No enforcement of the law, like pretty much everything else on our roads.
